The Office of the President has revealed Putin's plans for 2026

Russia has large-scale plans to further occupy territories that could cut Ukraine off from the Black Sea.

According to Ukrainian military intelligence, Moscow aims to expand its zone of occupation in eastern Ukraine by the end of 2025. Plans include seizing the entire Donetsk and Luhansk regions in the fall, as well as creating a “buffer zone” along the northern border with Russia, Politico reported.

Moscow's plans for next year are even more ambitious. Putin aims to occupy all of Ukraine east of the Dnieper River, which divides the country in half.

Russia hopes to seize the southern Ukrainian regions of Odessa and Nikolayev, which would cut Ukraine off from the Black Sea.

"Unfortunately, they are not talking about peace. They are preparing for war," said Pavel Palisa, deputy head of the Office of the President, who briefed a bipartisan group of senators on June 5.

It is unclear whether Russia can achieve those goals. Moscow is making slow progress on the battlefield but is having difficulty making the large territorial gains seen at the start of the war.
