U.S. and Ukraine report progress in negotiations

Representing Ukraine at the talks in Miami on March 21–22 were National Security and Defense Council Secretary Rustem Umerov, Head of the Office of the President Kirill Budanov and his deputy Sergey Kislitsa, as well as the leader of the “Servant of the People” faction, David Arakhamia.

The U.S. delegation was represented by U.S. Special Presidential Envoy Steve Whitcoff, U.S. President’s son-in-law Jared Kushner, and White House Senior Advisor Josh Gruenbaum. Russian negotiators did not participate in the meetings.

Umerov reported that during the meetings, the parties focused on discussing security guarantees and the humanitarian track, specifically the exchange and return of Ukrainian citizens.

He reported progress in aligning the positions of Ukraine and the U.S., which, according to him, will allow the parties to move on to the next stage of meetings.

“We have made progress in aligning positions and further narrowing the range of unresolved issues. Following today’s meetings, we briefed Ukrainian President Volodymyr Zelenskyy on the results of our work. We will present a detailed report upon our return to Ukraine,” Umerov wrote.

Whitcoff noted the progress achieved during the meetings.

“Constructive talks built on yesterday’s progress and focused on key issues regarding the establishment of a sustainable and reliable security framework for Ukraine, as well as on critically important humanitarian measures in the region,” he wrote.
