- the first is a framework document for a 20-point peace plan;
- the second is security guarantees for Ukraine;
- the third is the restoration of the country.

Stubb noted that Russia is the main problem for European and Western security, according to Buitenhof.

“Russia is the number one threat to Europe and the Western world as a whole,” he stressed.
