India supplies explosives for missiles to Russia

In December 2024, Ideal Detonators Private Limited shipped $1.4 million worth of military explosives to Russia.

We are talking about HMX (octogen), a powerful explosive compound widely used in rocket engines, warheads, and torpedoes. One of the recipients of the shipment is the Russian company Promsintez, which is linked to the Russian military, according to Reuters.

According to the SBU, it was this plant that became the target of a Ukrainian drone attack in the spring of 2024. In the US, HMX is considered critical to Russia's military efforts, and foreign companies and banks are warned against any involvement in its supply to Moscow.

“We have repeatedly warned that any foreign company that supports Russia's military-industrial base risks being subject to sanctions,” a US State Department representative emphasized.

According to customs information, one shipment of HMX worth more than $1 million was destined for Promsintez, and another worth $405,000 was destined for Both companies are based in the Samara region of the Russian Federation.

Despite threats of sanctions from Washington, India continues to maintain trade and defense ties with Russia, including purchasing oil, while deepening its strategic partnership with the US.

The Indian Ministry of Foreign Affairs claims that the export of dual-use goods is carried out in accordance with current legislation and international non-proliferation obligations.

According to Vladislav Vlasyuk, an advisor to the Ukrainian president, this is not the first time that Promsintez has been implicated in investigations into cooperation with foreign partners despite sanctions regimes.

The Russian and Indian governments, as well as the companies mentioned, have not commented on the situation. Washington is seriously considering imposing sanctions against HMX exporters, particularly in light of US President Donald Trump's public statements about harsh punishment for countries that continue to cooperate with the Russian military industry.
