
US Secretary of State Marco Rubio told European allies that the US wants to conclude a peace agreement before agreeing to any security guarantees for Ukraine.
This condition was key in the US proposals to Kyiv last week, according to Politico.
During a phone call with European officials on Tuesday, Rubio said that US President Donald Trump would later hold talks on long-term security guarantees for Ukraine, which would allegedly guarantee Kyiv's security.

Ukrainian leaders consider Western security guarantees to be the basis of any possible deal with Russia, although NATO members are trying to figure out how to support the war-torn country in terms of military aid and intelligence.
Trump said he would not invite Ukrainian leader Volodymyr Zelensky to the White House until an agreement was signed.
According to another European diplomat, Rubio mentioned security guarantees for Ukraine during talks in Geneva last weekend, but did not elaborate and did not repeat the proposal during a phone call with the British and French.
The White House has emphasized that any final peace plan will include security guarantees.
“The Trump administration has repeatedly confirmed, publicly and privately, that any agreement must include full security and deterrence guarantees for Ukraine. The president's national security team continues to work with both sides to end this conflict and ensure a lasting, sustainable peace,” said White House deputy spokeswoman Anna Kelly.
The initial US peace proposals on the war, which were announced last week, urged Ukraine to reduce its army to 600,000 troops, without setting any limits on the size of Russian forces.
Rubio and other US officials subsequently defended the 28-point plan as a starting point rather than a complete proposal.
However, the Trump administration is increasingly moving away from full support for Ukraine and taking a more neutral position in the negotiations. Rubio told his European counterparts on Thursday that the US is not considered a fair mediator in the negotiations because it provides military aid to Ukraine and imposes sanctions on Russia.
Some European countries fear that the Trump administration will tip the scales in Russia's favor.
One European diplomat commented on the peace plan: “Nothing about human rights, humanitarian law, international law, or principles. This creates a new European security architecture full of holes.”
