
The EIB, in cooperation with the European Commission and the Ukrainian government, has announced more than €200 million in new EU grant funding to restore reliable water supply in Ukraine, provide safe housing for communities across the country, and strengthen energy sustainability.
These grants complement EIB-financed programs to restore water supply and social housing, as well as an EIB loan to Naftogaz of Ukraine, the EIB said.
Both the new grants and the corresponding EIB loans are backed by EU budget guarantees under the Investment Program for Ukraine, which is part of a €50 billion fund for Ukraine and reflects the coordinated efforts of the “United Europe” to support Ukraine's recovery and reconstruction.

The new announcements include €75 million in EU grants to support the Ministry of Development of Communities and Territories of Ukraine in implementing EIB-financed projects.
A €127 million EU grant to Naftogaz of Ukraine will complement a €300 million EIB loan signed and fully disbursed in October. This enhanced support will help secure strategic long-term gas reserves and strengthen the resilience of Ukraine's energy system in the face of ongoing Russian attacks.
The EU grant was made possible thanks to financial support from Norway.
"Today's support responds to urgent needs. By combining EIB loans with EU grants, we are helping Ukraine to secure energy for the winter, maintain water supplies, and provide safe housing for displaced persons. These are critical services for people's daily lives, and at the same time, we are laying the foundation for more sustainable and efficient infrastructure in the future," said EIB Vice President Teresa Czerwińska, who oversees the bank's operations in Ukraine.
According to European Commissioner for Enlargement Marta Kos, the goal of the support is to guarantee Ukrainians basic services that Russia is trying to take away. First Deputy Minister of Community and Territorial Development of Ukraine Alena Shkrum added that restoring water supply and housing infrastructure restores “not only infrastructure, but also trust and hope” in Ukrainian communities.
The bank noted progress in launching the European Flagship Fund for Ukraine's Recovery, which is expected to be a key mechanism for mobilizing capital to support Ukraine's economic development after its launch in 2026.
