Iran has sent a letter to member states of the International Maritime Organization stating that non-hostile vessels may transit the Strait of Hormuz, but only on condition that they coordinate with Iranian authorities.

Tehran has taken necessary and proportionate measures to prevent aggressors and their supporters from using the Strait of Hormuz to conduct hostile operations against Iran, the Financial Times reports.

Vessels associated with the United States, Israel, and other parties to the conflict are not entitled to peaceful or non-hostile passage.

About 3,200 ships are stranded in the Persian Gulf, unwilling to risk passing through the narrow strait.

Iran allows only a small number of ships to transit through its territorial waters after verification. According to Lloyd's List Intelligence, some companies pay Iran up to $2 million for safe passage.

The Iranian parliament is currently preparing to introduce new regulations governing traffic through the Strait of Hormuz.
