Why imposed duties on islands with penguins, explained in the USA

US Secretary of Commerce Howard Lutnick said that the uninhabited islands of Gerd and McDonald near Antarctica, where only penguins live, fell under US duties because this is how Washington wants to close loopholes that other countries could use to circumvent trade restrictions.

Lutnick explained that the idea behind the duties is that there is no country that is left out. He said Washington wants to put an end to meaningless loopholes that third countries can use to circumvent duties previously imposed, according to CBS News.

"Every country like we had duties, the president imposed duties on China in 2018, and then what China started doing is they started going through other countries to America. They were just building through other countries, through America. So, the president knows that, he's sick of it, and he's going to fix it," he said.
