
The Trump administration is supposedly secretly working on a new plan to end the Russian-Ukrainian war and is talking to Moscow about it.
The document consists of 28 points and was inspired by Trump's success in peacemaking efforts in the Middle East. One of Russia's top officials told Axios that he was “optimistic” about the chances of this idea.
The document is divided into four sections: ending hostilities, security guarantees, European security, and the future of US relations with Russia and Ukraine.

It is unclear how the most sensitive issues will be resolved, particularly those concerning Ukrainian territories that Russia has seized and those that it has declared “its own” in its constitution without controlling them.
Trump's special representative Steve Witkoff is leading the process of developing the plan, and he is discussing it in detail with Kirill Dmitriev, head of the Russian Direct Investment Fund, whom the Kremlin is actively involving in the negotiations on Ukraine.
Dmitriev said he spoke with Witkoff and other US representatives in Miami for three days from October 24 to 26 and expressed optimism about the plan's chances because he feels that Russia's position is really being heard.
President Volodymyr Zelensky and Vitkoff were supposed to meet in Turkey during Zelensky's visit on November 19, but the trip has reportedly been postponed.
It is not yet known how Ukraine and its European partners will assess the plan, but an unnamed Ukrainian official said that Kyiv “knows that the Americans are working on something.”
Vitkoff discussed the details with NSDC Secretary Rustem Umerov earlier this week in Miami.
Dmitriev said that the key idea of the plan is to take into account the principles agreed upon during the meeting between Trump and Putin in Alaska and, on this basis, to discuss ending the war in Ukraine and restoring relations between Russia and the US, taking into account Russia's security concerns.
The negotiating teams are now working on a written document that will serve as the basis for a future meeting between Trump and Putin. However, plans for a meeting in Budapest have been put on hold for now.
Dmitriev said that the UK-led peace plan for Ukraine has no chance of success because it ignores Russia's position.
The White House has begun to inform European leaders about the plan. Trump's team believes that the idea has a real chance of gaining support from Ukraine and Europe and that the plan is ready to be adjusted to take into account the opinions of different parties.
