US President Donald Trump has approved a 28-point peace plan between Russia and Ukraine, which senior officials in his administration have been secretly working on over the past few weeks, consulting with Russian envoy Kirill Dmitriev and Ukrainian officials.

Trump's special envoy Steve Whitcoff, Vice President Jay Vance, Secretary of State Marco Rubio, and the president's son-in-law Jared Kushner participated in the development of the plan, NBC News reports.

“The plan focuses on providing both sides with security guarantees to ensure lasting peace. It includes what Ukraine wants and what it needs for lasting peace,” the official said.

The plan requires certain negotiations with key parties involved in the process.

Three US officials said the framework of the so-called peace agreement has yet to be presented to the Ukrainians, and the timing of the final agreement on the draft plan coincides with the Pentagon delegation's visit to Ukraine.

The US official described the visit as part of the White House's plan to resume peace talks.

American efforts to restart peace talks appear to be gaining momentum, although the Kremlin has shown no signs of changing its conditions for ending the war and has downplayed media reports that the US is working on a 28-point peace plan.

Kremlin spokesman Dmitry Peskov said Russia has no plans to meet with US Army Secretary Daniel Driscoll after his talks in Kyiv, noting that little has changed since the talks in Alaska in August.

A US Defense Department spokesperson said Driscoll had been briefed on the 28-point plan, but that it was not the main focus of his meetings in Kyiv.

According to a source close to the Ukrainian government and a European official familiar with the matter, Ukraine was not involved in the drafting of the proposed peace plan. According to these two sources, Ukraine was informed of the general outline of the plan but did not receive detailed information and was not invited to submit its proposals.

“The president has made it clear that it is time to stop the killing and make a deal to end the war. Trump believes there is a chance to end this senseless war if flexibility is shown,” said a White House representative.
