Three EU countries refuse to finance Ukraine

The EU has agreed to provide Ukraine with a €90 billion loan for 2026-2027 based on EU borrowing on capital markets secured by EU budget reserves.

The European Council's conclusions state that, thanks to enhanced cooperation on the instrument based on Article 212 of the Treaty on the Functioning of the European Union, “any mobilization of Union budget resources as a guarantee for this loan will not affect the financial obligations of the Czech Republic, Hungary, and Slovakia.”

European Commission President Ursula von der Leyen stressed that this interest-free loan will not be a burden on Ukraine's budget, and the country will only have to repay it when it receives reparations.
