Trump does not want to spoil his excellent relationship with Kim Jong Un

Not only are these exercises expensive, with the United States footing the bill as usual, but they also send a completely inappropriate and hostile signal to a country that has posed no threat and shown respect during Donald Trump's presidency," he said.

Trump noted that it was too late to cancel the exercises entirely, so he ordered the Pentagon chief to significantly reduce their scale.
