Trump concerns Patriot technology could flow to Russia via Ukraine

According to The Telegraph, concerns about the potential for American military technology to fall into Russian hands were one of the main reasons for Trump's reconsideration.

The technology in question concerns the PAC-3 Ka-Band Active Radar Seeker, a radar manufactured by Boeing in Alabama. It is housed in the nose of a Patriot missile, locates a target in the final seconds of flight, and directs the interceptor to a direct collision with a ballistic or cruise missile.

The US tightly controls the technical drawings, software, and other technologies necessary for Patriot production and rarely permits their production outside the country. Germany and Japan are the only countries licensed to produce their own Patriot missiles, although Japan has not received permission to produce the Ka-Band radar.

US officials must identify the Ukrainian companies, employees, and subcontractors that will have access to the technology and obtain guarantees that it will not be stolen or transferred to Russia.
