Negotiations regarding a halt to strikes on energy facilities have been ongoing for some time.

Officials directly involved in peace talks between the US, Ukraine, and Russia told the *Financial Times* that a cessation of strikes on energy facilities had been under discussion by the parties for a while—initially during trilateral meetings, and subsequently, following their collapse in February, through separate negotiations and unofficial contacts.

For months, Ukraine has urged Russia to agree to a mutual halt to strikes on energy facilities, as well as attacks on ports and other critical infrastructure. However, Moscow showed no interest and rejected Kyiv's proposals, intensifying its attacks instead.

Moscow and Kyiv have resumed talks on a potential energy truce. Officials familiar with the Kremlin's position state that Putin is unwilling to conclude an agreement before winter arrives, as he believes that strikes on Ukraine's energy infrastructure could increase pressure on Kyiv and force it to make concessions.
